Conformity Assessment and Certification

Conformity assessment of products is the process of verifying that products meet established requirements, for which the manufacturer holds primary responsibility. If a product falls under the scope of Technical Regulations, conformity assessment is mandatory. The result of this assessment is technical documentation, namely the Declaration of Conformity. Technical Regulations only define safety requirements, while additional requirements may be outlined in other normative documents, which must also be considered during production.

Certification is a verification of product characteristics initiated by an interested party who contacts a certification body, which helps choose the most appropriate certification method. A certificate is needed to place products in retail networks, participate in tenders, increase consumer trust, and enhance competitiveness. Certification of products, services, and management systems is almost always voluntary.

Regulatory Framework in the Field

Conformity assessment with Technical Regulations is governed by the Law of Ukraine “On Conformity Assessment,” “On Standards, Technical Regulations, and Conformity Assessment Procedures,” and other normative legal acts. The conformity assessment procedure integrates various areas of technical regulation, such as product certification, service certification, and metrological confirmation. Products subject to assessment include:

Cost and Timeframe for Conformity Assessment and Certification

Depending on the chosen service, the customer is informed about the required data and documentation. The cost and timeframe of metrological services depend on the service type, type and quantity of measuring instruments, and the scope of work. If the procedure involves state regulatory authorities (e.g., SE “Ukrmetrteststandart” or other authorized organizations), the service timeframe includes the period defined by Ukrainian legislation for performing the respective actions.
